Puasa Ramadhan wajib dilakukan bagi seseorang yang memenuhi lima syarat :
1. Islam
2. Baligh
3. Berakal
4. Mukim
5. Sehat.
6. Tidak dalam keadaan haidh atau nifas.
Rukun Puasa :
1. Niat, puasa dianggap tidak sah tanpa disertai dengan niat yang dilakukan di
malam hari sebelum terbitnya fajar. Sebagaimana sabda Nabi Muhammad
Shallallahu ‘Alaihi Wa Sallam :
” ‫” إنما الأعمال بالنيات‬
“Sesungguhnya amal perbuatan itu tergantung pada niatnya” HR. Bukhori dan
Muslim.
2. Menahan diri dari hal hal yang bisa membatalkan puasa, seperti makan,
minum, bersetubuh dengan istri, mulai terbit fajar sampai terbenamnya
matahari.
Hal hal yang membolehkan seseorang untuk berbuka puasa :
1. Safar
2. Sakit.
3. Mengandung dan menyusui.
4. Jompo, atau usia lanjut.
5. Kehausan dan kelaparan, yang melampaui batas
Hal hal yang disunnahkan dalam berpuasa :
1. Sahur walaupun dengan seteguk air,
Menyegerakan berbuka.
2. Berdo’a ketika akan berbuka.
3. Menahan anggota tubuh untuk tidak melakukan hal hal yang bisa
mengurangi pahala puasa.
4. Berusaha untuk mandi janabah atau mandi setelah haidh atau nifas sebelum
fajar, agar puasanya sejak pagi sudah dalam keadaan suci, walaupun jika
mandinya dilakukan setelah fajar tetap puasanya dianggap sah.
Memberi makan pada orang lain untuk berbuka puasa, baik makanan ringan,
minuman atau lainnya, walaupun yang lebih utama adalah yang
mengenyangkan.
5. I’tikaf, terutama pada sepuluh hari yang terakhir di bulan Ramadhan,
Hal hal yang dimakruhkan ketika berpuasa :
1. Puasa wishol (dua hari bersambung tanpa berbuka).
2. Melakukan hubungan mesra dengan istri tanpa bersetubuh, seperti
mencium, meraba, dan lain lain, karena dikhwatirkan bisa mengeluarkan air
mani yang bisa membatalkan puasa, dan dikhawatirkan jatuh dalam
persetubuhan yang haram untuk dilakukan, yang bisa memberatkan dalam
hukuman.
3. Berlebih lebihan dalam melakukan hal yang mubah, seperti mencium wangi
wangian disiang hari bulan Ramadhan.
4. Mencicipi makanan, karena dikhawatirkan bisa tertelan dan bisa tercampur
ludah yang kemudian tertelan.
5. Berkumur dan istinsyaq (menghirup air dengan hidung) secara berlebihan,
karena dikhwatirkan bisa tertelan yang mengakibatkan puasanya menjadi
batal
Hal hal yang bisa membatalkan puasa :
I. Yang membatalkan puasa dan mengharuskan untuk qodho:
1. Makan dan minum dengan sengaja, jika makan dan minum itu
dilakukan tidak dengan sengaja, seperti lupa atau dalam paksaan,
maka tidak membatalkan puasa, dan tidak mengharuskan untuk
diqodho. “Barang siapa yang lupa sedangkan ia sedang berpuasa,
kemudian ia makan atau minum, maka teruskan puasanya, karena
ia telah diberi makanan dan minuman oleh Allah swt.” (HR Jamaah)
2. Minuman atau obat obatan yang bisa berfungsi seperti makanan,
seperti infus, fitamin, dan lainnya.
Muntah dengan sengaja, jika muntah tanpa sengaja maka puasanya
tidak batal, dan tidak wajib diqodho.
3. Haidh dan nifas walaupun sedikit dan terjadi sesaat menjelang
terbenamnya matahari.
4. Istimna’, yaitu mengeluarkan air mani dengan sengaja, baik dengan
onani, menghayal, atau mencium istrinya.
5. Memasukkan sesuatu yang bukan makanan pokok melalui lobang yang
bisa sampai pada perut besar, seperti gula, garam, mentega, dan lain
lain.
6. Makan, minum dan bersetubuh dengan meyakini bahwa matahari sudah
terbenam atau fajar belum terbit, ternyata sebaliknya, matahari
belum terbenam atau fajar sudah terbit. Dalam keadaan seperti ini
batallah puasa dan baginya wajib mengqodhonya di kemudian hari.
II. Yang membatalkan puasa dan mengharuskan qodho dan kaffarah
Jima’ atau bersetubuh di siang hari bulan Ramadhan, dengan sengaja, walaupun
tanpa mengeluarkan air mani, dan kewajiban ini berlaku bagi keduanya, laki
laki dan wanita.
Seperti yang terjadi pada seorang badui yang datang pada Nabi dan
menceritakan bahwa ia telah melakukan hubungan suami istri, maka kemudian
Nabi mewajibkan ia untuk membayar kaffarah, yaitu secara berurutan;
memerdekakan budak, jika tidak mampu puasa dua bulan berturut turut, dan
jika tidak mampu memberi makan 60 orang miskin. (HR. Jama’ah dari Abi

Perjalanan masuk ke dalam kawasan Hutan Sokor dekat sini agak memeritkan, terpaksa mendaki dan menuruni bukti, melintasi dua batang anak sungai tetapi sebelum ini tiada siapa yang tahu di dalamnya terdapat sebuah kilang memproses jongkong emas. Bagi rakyat Kelantan khususnya golongan yang berusia, kebanyakan mengetahui bahawa perut bumi belantara tersebut tersimpan sumber alam yang tinggi nilainya bahkan ia dikatakan antara gred yang terbaik di negara ini.
Usaha untuk mengeluarkan emas terutama jenis aluvial di kawasan Hutan Sokor dikatakan bermula sejak 400 tahun lalu, malah ia turut melibatkan pedagang-pedagang dari China.
Dan hari ini, kerjasama di antara Kelantan dan China untuk melombong emas kembali bertaut malah usaha tersebut meningkat setapak lagi dengan turut terbinanya sebuah kilang memproses jongkong emas di tengah-tengah hutan itu.
Pun begitu, usaha tersebut bukanlah senang kerana, selepas enam tahun bertapak di kawasan tersebut, CNMC Goldmine Limited dengan kerjasama kerajaan negeri dan Perbadanan Kemajuan Iktisad Negeri Kelantan (PKINK), maka jongkong emas pertama bernilai RM400,000 seberat 2.975 kilogram barulah dapat dihasilkan.

CNMC merupakan sebuah syarikat perlombongan emas yang berpangkalan di China dan turut mempunyai perniagaan di Singapura serta Hong Kong.
Malah, sebaik sahaja jongkong itu siap dan dipamerkan kepada orang ramai untuk seketika, ia terus dijual kepada peniaga emas mentah yang berdaftar dengan kerajaan.
Majlis bersejarah itu disaksikan oleh Menteri Besar, Datuk Nik Abdul Aziz Nik Mat; Ketua Pegawai Eksekutif PKINK, Mohd. Sabri Abdullah dan Pengerusi Eksekutif CNMC, Profesor Lin Xiang Xiong.
Xiang Xiong berkata, pihaknya telah memulakan operasi untuk mencari dan melombong emas di kawasan seluas 975 hektar itu sejak enam tahun lalu.
"Negeri ini telah mengeluarkan emas sejak berpuluh tahun lalu tetapi ini kali pertama emas tersebut diproses dalam bentuk jongkong untuk dipasarkan.
"Kawasan ini telah dipajak daripada kerajaan negeri dan kita perlu membayar royalti sebanyak lima peratus kepada kerajaan negeri dan tiga peratus kepada PKINK untuk setiap pengeluaran," katanya.
Beliau berkata demikian ketika ditemui selepas majlis perasmian lombong dan kilang memproses emas CNMC di Sokor dekat sini semalam.
Majlis perasmian kilang itu disempurnakan sendiri oleh Nik Abdul Aziz.
Mengulas lanjut, Xiang Xiong berkata, syarikat tersebut menyasarkan pengeluaran 300 sehingga 500 kilogram emas setahun dari lombong di kawasan terbabit berdasarkan potensinya.
Katanya lagi, pihaknya telah membuat kajian di kawasan berkenaan selama tiga tahun dan membuat pelaburan yang agak besar sebelum mengeluarkan hasil seperti mana yang ada pada hari ini.
"Sebelum ini rata-rata pelombong atau orang persendirian hanya mencari emas jenis aluvial atau daripada pasir tetapi hari ini kita menggunakan teknologi yang berbeza kerana percaya di perut bumi Sokor mempunyai simpanan hasil bumi ini yang banyak.
"Kita berharap akan menemui lebih banyak emas selepas ini dan ia akan digunakan sebaik mungkin untuk membantu rakyat negeri ini," katanya.
Sementara itu, Mohd. Sabri berkata, pihaknya telah dilantik oleh kerajaan negeri untuk menguruskan kawasan tersebut bersama CNMC.
"Kita yakin dengan usaha yang dijalankan syarikat ini untuk mengeluarkan dan memproses hasil bumi ini untuk dimanfaatkan oleh semua rakyat.
"Bagi memastikan pengeluarannya berjalan lancar, kita akan menempatkan pegawai di kilang ini untuk memantau setiap keluaran dan jumlahnya," katanya.-UtusanTimurOnline

Sultan Yang Prihatin

SEJAK dimasyhurkan sebagai Sultan Kelantan yang ke-29 pada 13 September 2010, inilah buat pertama kalinya Sultan Muhammad V memberikan wawancara khas kepada para wartawan media cetak dan media elektronik.

Wawancara khas itu telah berlangsung di Istana Negeri, Kubang Kerian, Kota Baru pada Rabu, 4 Mei 2011 pada lebih kurang jam 5.30 petang dalam suasana penuh protokol tetapi tetap mesra.

Wawancara itu juga diadakan bersempena dengan pelancaran Yayasan Sultan Kelantan yang akan dilangsungkan di Kuala Lumpur Convention Centre (KLCC) minggu hadapan.

Sebanyak 12 wakil media termasuk dari Mingguan mStar dan The Star telah dijemput untuk menemuramah Sultan Muhammad V yang hadir segak menggenakan sut coklat muda ala Nehru.

Baginda Sultan juga sentiasa memulakan bicara dengan terlebih dahulu melafazkan Bismillahirrahmanirrahim dan Asalamualaikum kepada pertanyaan wartawan muslim dan salam sejahtera kepada wartawan bukan Islam.

Dan sebelum memulakan wawancara baginda terlebih dahulu bertanya sama ada perbualan yang akan berlangsung itu hendak menggunakan dialek Kelantan ataupun bahasa rasmi.

Sepanjang wawancara itu yang berlangsung selama lebih 45 minit, baginda hanya membahasanya dirinya sebagai ‘saya’ bukannya ‘beta’ sebagaimana lazim digunakan di dalam istana.

Berikut adalah petikan wawancara bersama Tuanku Sultan Muhammad V:

Perkara pertama yang terlintas di dalam fikiran sebaik sahaja menaiki takhta Kesultanan Kelantan: Perkara pertama ialah untuk memilih nama rasmi yang akan dipakai selaku Sultan iaitu Sultan Muhammad V dan perkara kedua ialah untuk menukar seruan “Daulat Tuanku” yang lazim digunakan sebelum ini kepada seruan “Allahu Akhbar”. Pada pandangan saya, inilah yang paling sesuai kerana secara tidak langsung siapa yang melafazkannya akan memperolehi pahala. Itulah yang terbaik untuk rakyat saya.

> Mengapa memilih menggunakan gelaran Sultan Muhammad V sebagai gelaran rasmi: Kerana kalau kita tengok dalam sejarah salasilah negeri Kelantan, Sultan yang terakhir, menggunakan gelaran Sultan Muhammad Ke-IV. Jadi kalau nama saya sendiri sudah Muhammad, secara semula jadinya itulah pilihan pertama saya. Dan setelah berfikir semasak-masaknya itulah pada fikiran saya yang terbaik... Insya-Allah.

Bilakah akan ditabal secara rasmi selaku Sultan Kelantan: Saya fikir, bukan perkara ini tidak pernah berlaku (tidak melangsungkan upacara pertabalan). Misalnya untuk senang diterima, kita ambil dalam hal Almarhum Sultan Johor yang lepas, baginda tidak pernah ditabal walaupun menjadi Sultan Johor untuk lebih 23 tahun jika tidak silap saya. Jadi soal pertabalan ini adalah lebih kepada formaliti jika hendak dibandingkan dengan keperluan. Sebab saya fikir, ini bukan hendak glorify atau bermegah-megah atau hendak membesar-besarkan diri kita sendiri tetapi ini lebih soal tanggungjawab. (Nota: Untuk makluman pembaca, Sultan Muhammad telah dimasyurkan secara rasmi pada 13 September 2010 sebagaimana yang dituntut oleh perlembagaan negeri. Soal pertabalan hanyalah merupakan satu adat yang terpulang kepada Sultan sama ada ingin menyegerakannya atau mengadakannya pada satu tarikh yang difikirkan sesuai.)

> Tentang hubungan dengan ayahanda, bonda dan adinda-adinda pada masa ini: Jawapan yang terbaik kepada soalan ini pada saya ialah “Alhamdulillah...”

Perasaan tentang perhatian seluruh negara yang tertumpu kepada isu-isu yang melingkari Istana Kelantan: Saya rasa jawapan yang paling sesuai ialah kita tidak boleh nak fikir sangat (hal ini) sebab jika kita terlalu memikirkan sangat, nanti otak kita akan sesak (jammed) jadi kita kena reda, kita tunggu dan kita lihat apa yang berlaku itu, jika kita fikir ia sudah takdir, maka kita lihatnya sebagai takdir. jika kita hendak fikir banyak sangat why? why? why?...akhirnya kita tidak akan terfikir kerana otak manusia atau data base otak manusia tak akan dapat memikirkan kenapa ini semua terjadi.

> Rahsia tidak kekok untuk berada bersama-sama rakyat, duduk dan makan bersama malah menyembelih lembu bersama-sama rakyat dalam majlis-majlis keramaian: Kalau kita buat sesuatu perkara yang kita suka seperti sesetengah orang suka menyanyi, sesetengah orang suka makan, tengok tv, akhirnya ia akan menjadi senang untuk kita. Misalnya jika kita suka makan nasi lemak, kita makan sepuluh bungkus pun tidak ada hal.

Rahsia mudah didekati oleh rakyat dan tidak kekok memberi bantuan peribadi: Bagi saya senang sahaja sebab jika kita perhatikan sewaktu ayahanda saya menjadi Sultan, tidak ada satu yayasan dibuat atas namanya. Jadi saya fikir mengapa tidak ada (yayasan). Jadi itu yang mendorong saya untuk memberi sumbangan peribadi kepada rakyat jelata. Sebab tidak ada yayasan di atas nama ayahanda saya yang dapat saya gunakan untuk menyalurkan bantuan kepada rakyat (Nota: sebaik sahaja diangkat menjadi Sultan Kelantan, Sultan Muhammad V telah menubuhkan sebuah yayasan yang diberi nama Yayasan Sultan Kelantan yang tujuannya adalah untuk menjaga kebajikan, pendidikan dan keagamaan rakyat di bawah jajahannya.)

Mengenai perancangan Yayasan Sultan Kelantan dalam membantu rakyat: Kita anggarkan kita akan dapat mengutip antara RM5 hingga RM6 juta (untuk dana awal). Selepas itu anggota lembaga pemegang amanah akan memutuskan cara untuk menyalurkan wang tersebut. Apa yang penting ialah untuk menentukan supaya program baru untuk mengumpul dana dapat dirancang dengan baik agar wang dana itu tidak habis. Jika wang dana tidak mencukupi atau kehabisan ini bermakna hanya segelintir pihak sahaja yang berpeluang mendapat faedah daripada dana ini. Matlamat yayasan ini ialah untuk membantu seseorang itu berdikari supaya dia sendiri dapat menguruskan dirinya selepas itu tanpa bantuan lagi.

Pandangan tentang isu pembangunan yang dihadapi oleh rakyat dan negeri Kelantan: Masalah negeri Kelantan saya nampak adalah tentang soal kekurangan infrastruktur asas dan tidak semaju seperti mana negeri Selangor atau Johor. Jadi kalau negeri-negeri ini banyak lebuhraya dan jalan baru dibina akhirnya kampung-kampung kecil dan bandar-bandar kecil yang berada di sekitar kawasan yang memiliki kemudahan infra seperti jalan raya dan sebagainya akan menerima pembangunan secara tidak langsung. Ini kerana, saya selalu ke mana-mana menggunakan kereta, jadi saya dapat tengok bagaimana kawasan yang mempunyai jalan besar dan utama akan turut membangun dan kampung itu tidak mati. Tetapi jika tidak ada jalan dan pembangunan ekonomi susah hendak sampai ke situ, ia akan mati termasuklah masyarakat kerana mereka tidak ada kesempatan untuk turut membangun kerana tiadanya komunikasi dengan dunia luar. Di Kelantan itu yang paling ketara...

Tentang prinsip-prinsip asas dan perubahan utama yang akan dilaksanakan: Prinsip saya ialah kita sebagai pemerintah haruslah aktif membuat tinjauan kerana hanya dengan meninjau kita akan mendapat gambaran sebenar (keadaan di bawah) dan dapat ambil tindakan sewajarnya serta dapat memberi keutamaan kepada yang mana perlu mendapat perhatian terlebih dahulu.

Tentang tahap kemajuan ekonomi dan pembangunan sosial negeri Kelantan: Seperti mana yang saya katakan di awal wawancara tadi, tidak ada bandar di dunia ini dapat bangun tanpa ada infrastruktur asas seperti jalan, hospital, lapangan terbang. Saya bukannya hendak campur politik tetapi apa yang saya maksudkan di sini ialah kalau hendak bangunkan sesuatu kita perlu buat kajian fisibiliti terlebih dahulu. Contohnya macam saya balik (dari sesuatu majlis) dengan kereta saya dapat lihat sendiri kesesakan lalu lintas yang teruk kearah pusat bandar (Kota Baru) bila ada cuti am. Mengapa sesak? Kerana jalan tidak luas atau tidak cukup tetapi kereta banyak. Mengapa kereta banyak? Sebab pada waktu cuti umum orang Kelantan di luar Kelantan balik bercuti ke Kelantan. Jadi kalau kita buat lebuh raya dan buat tol sudah pastinya kita akan dapat menjana pendapatan kerana ramai yang balik ke Kelantan menggunakan kereta. Akhirnya hasil (wang) akan berpusing dan ini akan merancakkan ekonomi termasuk hasil pendapatan rakyat. Bila ini berlaku ia akan menyenangkan hati rakyat – tidak kiralah sama ada ekonominya ke, kesejahteraan dia ke, atau kesihatan dia ke, asalkan rakyat senang. Dan apa sahaja yang akan menyenangkan rakyat kita sokong. Jadi kita tidak hendak menyalahkan mana-mana pihak. Cuma bila kita buat perbandingan contoh Kelantan dengan Terengganu, Kelantan dengan Pahang, Kelantan dengan Johor atau Selangor, Wilayah Persekutuan, kita akan tahu jawapannya kedudukan kita di mana.

Mengenai impak aktiviti politik kepada perpaduan rakyat: Sistem politik ini, bagi saya selagi ia tidak bercanggah dengan agama dan kita tidak memburuk-burukkan orang lain dalam ceramah tidak mengapa. Bagaimanapun ia bergantung atas diri masing-masing. Misalnya atas pentas ceramah, kalau sesetengah orang itu mulutnya laser, akan keluar perkataan-perkataan yang tidak elok tetapi kalau orang itu jenis orang baik, tak akan keluar kata-kata buruk ke atas orang lain. Jadi kita sendiri kena tahu bila hendak tekan brek (had). Kalau saya sendiri nak cakap apa-apa pun siapa boleh halang saya cakap tapi kita sendiri kena tahu bila hendak brek. Sebagai manusia kita kena tahu had kita di mana. Jika tidak, kita akan menjadi seperti sebuah kereta api yang out of control yang akhirnya akan terbalik.

Cara mengenal telur tiruan:
Selepas telur dipecahkan, putih telur dan kuning telur akan segera bercampur.
Cangkerang telur tiruan agak berkilat berbanding telur sebenar, tetapi tidak begitu ketara.
Apabila disentuh dengan tangan, ia terasa agak kasar berbanding telur sebenar.
Apabila telur tiruan digoncang ia akan berbunyi kerana air berlebihan daripada bahan pepejal.
Telur sebenar agak berbau seperti daging mentah.
Ketuk-ketuk sedikit telur itu. Telur sebenar berbunyi lebih rapuh berbanding telur tiruan.
Selepas memecahkan telur tiruan, kuning telur dan putih telur akan cair bersama. Ini disebabkan kuning telur dan putih telur dihasilkan daripada bahan mentah yang sama.
Ketika menggoreng telur tiruan, kuning telur akan mengembang tanpa disentuh.
Telur adalah sumber protein yang murah dan dimakan oleh penduduk Malaysia. Memandangkan ia merupakan makanan kegemaran ramai, Persatuan Pengguna Pulau Pinang menggesa pihak berkuasa supaya menjalankan siasatan dengan segera berhubung isu telur tiruan ini.

Economic Transformation Programme Agriculture

Where we are today
The agriculture sector plays an important role in Malaysia’s economic development—providing rural employment, uplifting rural incomes and ensuring national food security. Excluding industrial crops such as palm oil and rubber, the agriculture sector contributed RM20 billion or 4 percent of Malaysia’s GNI in 2009. Traditionally labelled as the poor man’s sector, the face of agriculture is slowly changing as entrepreneurs in diverse businesses like swiftlet nest-ranching and large-scale paddy (rice) farmers are able to move up to Malaysia’s high-income group.

Vision for the future
By 2020 agriculture will be transformed into agribusiness, moving towards a model that is inclusive but simultaneously anchored on market needs, economies of scale and value chain integration. Malaysia will focus on large global markets with high growth potential such as aquaculture and premium processed foods, while maintaining a strong presence in strategic sub-sectors such as paddy and livestock to ensure national food security. To do so, we will need to capitalise on natural resources while enhancing productivity and adopting a truly demand-driven approach.

Targets and aspirations
The Agriculture NKEA is targetted to raise total GNI contribution by RM34 billion to reach RM49 billion by 2020. The NKEA will create an additional 75,000 jobs, mostly in rural areas, where we target to increase the incomes of farmers participating in our initiatives by two to four times.

The NKEA plans to bridge this gap through 16 EPPs that catalyse the establishment of market-driven, industrial scale and integrated agriculture-related businesses along four themes.

Capitalising on Malaysia’s competitive advantage
We aim to unlock value from Malaysia’s biodiversity, including developing our diverse natural herbs into premium herbal products, commercialising our unique native seaweed varieties, expanding swiftlet nest-production, farming through integrated cage aquaculture systems and rearing cattle in oil palm estates.

Tapping premium markets
We will focus efforts on expanding production of premium grade fruit and vegetables and certified shrimps for export as well as developing premium processed foods and introducing a fragrant rice variety for non-irrigated areas.

Ensuring food security objectives are consistent with increasing GNI
The Government will ensure that food security objectives are met. As the population continues to grow, these EPPs will scale up and strengthen productivity of paddy farming and cattle ranching as well as establish local dairy clusters with the help of foreign players to help meet increasing demand.

Expanding participation in the regional value chain
We aim to expand our participation in the region by acquiring foreign frms, undertaking contract farming activities overseas and providing regional services in niche areas such as molecular marker discovery and validation for breeding.

Enabling growth
In addition, five key enablers are required to support the implementation of the EPPs and business opportunities ranging from providing incentives for anchor companies (to transform from small-scale production-centric activities to large-scale, market-centric approach) to strengthening adoption of good agricultural practices, making regulatory changes, strengthening logistics and ensuring a sufficient pipeline of human capital.

The Residence Pass- Talent Corp

The Residence Pass (RP) is an initiative announced by the Malaysian Government in April 2011 to attract and retain top talent in the country.
The Economic Transformation Programme is anticipated to create more than 3 million jobs in the National Key Economic Areas (NKEAs) by 2020, and the RP will be offered to highly qualified expatriates seeking to continue living and working in Malaysia on a long-term basis.
Holders of the RP will be eligible for many benefits, including:

* Being able to work and live in Malaysia for up to ten years.
* Being able to change employers without having to renew the pass.

The spouse and children aged eighteen years and below of the RP holder will also be awarded the same benefits.
Applicants will have to be approved by the RP Talent Panel before they are recommended to be given the pass. In particular, the applicant must qualify as an expert who is able to contribute to key Malaysian industries in a significant way. These industries currently include the NKEA sectors, as well as ICT, aeronautics and biotech.

Cara-caranya:

1. Rebus ikan aya dahulu dengan cara masukkan potongan ikan dalam periuk, tambah air paras-paras ikan. Masukkan garam, sedikit manisan, sedikit hirisan lengkuas dan beberapa kepingan asam.
Masak dengan api kecil hingga air rebusan ikan tadi hampir kering. Ketepikan.
2. Masukkan bahan rempah, santan, asam keping, garam, gula dan air. Agak-agak tenggelam ikan dalam periuk.
3. Masak hingga mendidih dengan api sederhana dan hendaklah dikacau selalu. Lagi lama atas api lagi sedap kuah itu.
4. Setelah kuah mendidih masukkan pula ikan aya rebus tadi dan masak lagi hingga ikan dan kuah mesra.
5. Jika ada timun (hiris dahulu) atau kacang panjang dan lada hijau bolehlah dimasukkan sejurus sebelum api dimatikan.
6. Siap untuk dihidangkan. Tambah sedap kalau dimakan bersama budu dan tempoyak. Hehe..

Otak-Otak is a highly selective leadership program for interns. Malaysia My Second Home
The MM2H programme was established by the Government of Malaysia to allow all foreigners who fulfil certain conditions to stay in the country on a long-term visa for at least 10 years (extension is possible). They can enter and leave the country freely without restrictions. Successful applicants can also bring their spouse, their children under the age of 21 and dependant parents above the age of 60 with them. A successful application is linked to certain financial and medical conditions but also to various incentives.

Semua warganegara asing yang ingin melakukan penyelidikan di Malaysia mestilah mendapatkan kelulusan bertulis terlebih dahulu daripada Kerajaan Malaysia. Pemohon-pemohon adalah dinasihatkan merujuk kepada laman web Unit Perancang Ekonomi, Jabatan Perdana Menteri: www.epu.jpm.my untuk maklumat lanjut tentang peraturan-peraturan permohonan menjalankan penyelidikan di Malaysia.

Melawat ke Luar Negara

Warganegara Malaysia yang bercadang untuk melawat ke luar negara dinasihatkan agar mendapatkan maklumat tentang visa bagi keperluan negara yang hendak dilawati. Maklumat boleh diperolehi daripada pejabat Pesuruhjaya Tinggi, Kedutaan dan Konsulat negara tersebut. Keperluan visa berbeza bergantung kepada tujuan dan tempoh lawatan. Syarat-syarat juga mungkin akan berubah dari masa kesemasa dan kadangkala dalam tempoh yang singkat.

Selain dari visa, adalah juga penting untuk mengambil perhatian perkara-perkara berikut:-

Tempat dan negara yang akan dilawati adalah selamat.
Tempoh sahlaku passport melebihi enam (6) bulan dari tarikh lawatan dibuat.
Pasport/dokumen pengenalan siri serta nama, nombor telefon dan alamat waris ada dan disimpan dengan selamat di sepanjang tempoh lawatan.
Sebaik sahaja tiba di negara yang dituju, untuk warganegara Malaysia yang akan tinggal melebihi tiga (3) bulan di negara asing diperlukan mendaftar di pejabat Perwakilan yang terdekat di negara berkenaan. Pendaftaran boleh dibuat melalui telefon, fax, e-mel atau datang sendiri ke Pejabat Perwakilan.
Untuk negara-negara tertentu, yang memerlukan para pelawat memperolehi Sijil Inokulasi Antarabangsa yang disahkan oleh Organisasi Kesihatan Sedunia. Bahagian Konsular, Kementerian Luar Negingan dengan Jabatan Imigresen bagi memastikan rakyat Malaysia yang ingin ke luar negara mepunyai dokumen-dokumen yang diperlukan, termasuk memperolehi visa untuk memasuki negara-negara yang berkehendakkannya.

Perkahwinan Rakyat Malaysia Dengan Warganegara Asing

Perkahwinan di antara rakyat Malaysia dan warga asing atau di antara dua warga asing adalah boleh dan dibenarkan untuk dilakukan di Malaysia. Bagi perkahwinan di antara rakyat Malaysia dan warganegara asing, prosedur yang harus diikuti adalah berlainan daripada prosedur perkahwinan di antara sesama rakyat Malaysia. Selain syarat-syarat yang diperuntukkan seperti persetujuan wanita yang akan dikahwini, pemberian mas kahwin dan lain-lain, syarat-syarat yang diperuntukkan oleh pemerintah juga harus dipatuhi. (Perlu diingatkan bahawa syarat-syarat ini adalah bertujuan untuk melindungi hak-hak pasangan yang akan berkahwin). Prosedur yang berlainan ini juga bergantung kepada situasi warga tersebut.

Secara amnya apabila warga asing dan rakyat Malaysia ingin berkahwin, mereka wajib untuk memohon kebenaran berkahwin dari Jabatan Agama. Borang permohonan perkahwinan haruslah disertakan dengan dokumen-dokumen berikut :-

Salinan pasport atau salinan kad pengenalan (lelaki dan perempuan)
Surat kebenaran dari kedutaan/konsulat negara pemohon
Surat pengesahan pasport daripada Jabatan Imigresen Malaysia
Surat Akuan Cerai atau surat Akuan Kematian (jika pernah berkahwin atau kematian pasangan sebelumnya)
Surat Kebenaran Poligami dari Mahkamah Syariah di Malaysia (jika berpoligami)
Surat wakalah wali bagi perempuan (jika wali tidak dapat hadir)
Salinan Sijil Kursus Perkahwinan
Borang permohonan dan dokumen-dokumen ini haruslah dikemukakan kepada Penolong Pendaftar Nikah Kariah di mana wanita tersebut bermastautin. Ini adalah untuk mendapatkan kelulusan bernikah dari Pendaftar Nikah. Permohonan ini haruslah diserahkan dalam tempoh sebulan atau tidak kurang dari tujuh hari sebelum tarikh perkahwinan yang dirancang.

Adalah baik sekiranya ia dilakukan dengan awal bagi mengelakkan penundaan perkahwinan. Sekiranya bakal isteri adalah penduduk tetap negara ini atau pemegang Kad Pengenalan Merah, dokumen yang lain harus disertakan.

Pemohon juga mestilah mengemukakan salinan Kad Pengenalan Merah dan permit masuk, Surat Pengesahan dari Jabatan Pendaftaran Negara atau pengesahan permit masuk dari Jabatan Imigresen. Kedua-dua situasi di atas adalah bagi warga asing yang mempunyai pas masuk secara sosial atau perniagaan.
Situasi adalah berbeza bagi warga asing yang dibenarkan masuk ke negara ini melalui permit pekerjaan.

Perlu dimaklumkan bahawa pekerja asing yang memegang permit kerja adalah tidak dibenarkan memohon untuk berkahwin di negara ini. Sekiranya perkahwinan ini berlangsung dengan tidak mematuhi undang-undang maka ia akan memberi implikasi kepada permit kerja yang telah diberi kepadanya.

Hanya warganegara asing yang mempunyai kelayakan masuk secara sosial atau perniagaan sahaja yang boleh membuat permohonan tersebut. Pindaan Peraturan Imigresen yang tidak mendiskriminasi terhadap wanita Malaysia yang berkahwin dengan rakyat asing mulai 1 September 2001:

Lelaki warganegara asing yang berkahwin dengan wanita Malaysia dibenarkan memperbaharui pas lawatan social secara tahunan (annual basis).
Wanita warganegara asing yang bercerai atau berpisah dari suami rakyat Malaysia boleh memohon untuk mendapatkan pas lawatan social secara tahunan (annual basis).

Pendaftaran Perkahwinan Dan Pengupacaraan Perkahwinan Di Luar Negara

Perkahwinan bagi rakyat Malaysia diluar negara boleh didaftarkan jika salah seorang pasangan mestilah warganegara Malaysia. Pendaftaran perkahwinan perlu dibuat dalam tempoh masa 6 bulan dari tarikh perkahwinan. Alamat dan nombor telefon Pejabat Perwakilan Malaysia di luar negara boleh didapati melalui laman web Kementerian Luar Negeri dibawah topik “Perwakilan Malaysia Di Luar Negeri”.

Antara dokumen-dokumen sokongan yang perlu dibawa bersama adalah :

Pasport untuk kedua-dua pasangan (asal dan salinan)
Kad Pengenalan
Surat Nikah
Bukti Perkahwinan (spt. Gambar perkahwinan atau kad undangan, jika ada)
Dua orang saksi yang menyaksikan perkahwinan tersebut.
Pendaftaran akan diproses oleh Perwakilan Malaysia dan dua (2) salinan Sijil Perkahwinan Malaysia (asal dan salinan) akan dikeluarkan kepada pasangan berkenaan.

Bagi rakyat Malaysia yang bukan beragama Islam, pengupacaraan perkahwinan boleh dilakukan oleh Pegawai Konsul yang telah dilantik oleh Jabatan Pendaftaran Negara. Surat perakuan bujang/duda/janda (bagi kedua-dua belah pihak) adalah diperlukan bagi tujuan tersebut.

Permohonan Kewarganegaraan

Semua permohonan kewarganegaraan hendaklah dikemukakan di Jabatan Pendaftaran Negara (JPN). Hanya mereka yang memenuhi syarat yang dibenarkan memohon. Permohonan bagi taraf kewarganegaraan akan diproses oleh Jabatan Pendaftaran Negara dan kemudiannya akan diproses dan dikaji dengan teliti oleh Kementerian Hal Ehwal Dalam Negeri sebelum diangkat untuk pertimbangan dan kelulusan Menteri Hal Ehwal Dalam Negeri. Keseluruhan proses tersebut akan memakan masa yang panjang sebelum keputusan dapat dikeluarkan . Pada kebiasaan pemohon akan dimaklumkan dalam tempoh 2 tahun atau lebih dan keputusannya adalah terpulang kepada budi bicara Kementerian.

Mereka yang berhasrat untuk memohon taraf kewarganegaraan lebih awal perlu datang sendiri ke Kementerian untuk mengemukakan permohonan di bawah Seksyen 20(2)(c) Jadual Kedua, Bahagian III Perlembagaan melalui borang yang disediakan. Borang permohonan juga boleh dimuat turun melalui laman web KHEDN. Hanya permohonan yang memenuhi syarat – syarat yang digariskan oleh Kementerian sahaja boleh dipertimbangkan.

Borang permohonan boleh diperolehi dan diserahkan di mana – mana Jabatan Pendaftaran Negara
Selain daripada permohonan di bawah perkara 15(2) dan 15A akan dihantar untuk tapisan Polis
Permohonan di bawah Perkara 16 dan 19 disyaratkan menduduki ujian Bahasa

Sebab-Sebab Permohonan Warganegara Mengambil Masa

Setiap permohonan dikaji dengan teliti
Tapisan keselamatan dan ujian bahasa mengambil masa
Memastikan setiap permohonan itu “ genuine”

Kehilangan Taraf Kewarganegaraan

Kehilangan taraf kewarganegaraan boleh berlaku disebabkan dua keadaan seperti yang diperuntukkan oleh Perlembagaan;

Permohonan Kelayakan Taraf Kewarganegaraan Bagi Mereka Yang Telah Dilucut Atau Menolak Kewarganegaraan Malaysia:

Bagi mereka yang telah dilucutkan atau menolak kewarganegaraan Malaysia perlu mendapatkan kelulusan Kerajaan Persekutuan dibawah Perkara 18(2) Perlembagaan sebelum boleh didaftarkan semula sebagai warganegara.
Borang permohonan boleh didapati di Kementerian Hal Ehwal Dalam Negeri atau dengan memuat turun borang daripada laman web Kementerian Hal Ehwal Dalam Negeri.
Permohonan mestilah terlebih dahulu memegang Permit Masuk dan taraf Permastautin Tetap untuk layak memohon.
Permohonan Mendapatkan Visa Untuk Memasuki Malaysia Di Perwakilan Malaysia Di Luar Negara

Semak keperluan visa bagi warganegara asing yang ingin melawat Malaysia di dalam laman web Kementerian Luar Negeri di bawah topik “Maklumat Visa – Keperluan Visa Untuk Warganegara Asing”.
Buat permohonan pengeluaran visa di Pejabat Perwakilan Malaysia dengan mengisi borang yang disediakan. Alamat dan nombor telefon Pejabat Perwakilan Malaysia di luar negara boleh didapati melalui laman web Kementerian Luar Negeri di bawah topik " Perwakilan Malaysia Di Luar Negeri”.
Antara dokumen-dokumen sokongan yang perlu dibawa bersama adalah pasport (sah tidak kurang daripada 6 bulan) dan 2 keping gambar berukuran passport
Bayaran yang dikenakan adalah mengikut kewarganegaraan pemohon.
Bagi warganegara asing yang ingin bekerja di Malaysia, surat kelulusan daripada Jabatan Imigresen (JIM) perlu dibawa bersama ke Pejabat Perwakilan Malaysia untuk permohonan mendapatkan visa. Sistem IDEAS

Jabatan Imigresen Malaysia telah memperkenalkan Sistem IDEAS (Immigration Department Electronic Application System) yang menyediakan capaian melalui laman web bagi memenuhi keperluan orang awam yang sentiasa berurusan dengan pihak Imigresen untuk permohonan baru mahupun untuk melanjutkan Pas Pekerja Asing atau Pembantu Rumah mereka. Semua permohonan boleh dilakukan melalui laman web http://www.imi.gov.my

Syarat-syarat yang Perlu Dipatuhi Oleh Pihak Syarikat Yang Mengambil Pekerja Asing:

Membiayai semua kos pekerja pergi dan balik dari negara asal.
Bertanggungjawab menyediakan deposit jaminan seperti yang dikehendaki oleh Jabatan Imigresen Malaysia
Menyediakan perlindungan kepada setiap pekerja di bawah Skim Pampasan Pekerja Asing.
Memaklum dan menerangkan kepada pekerja semua terma kontrak pekerjaan yang sah
Satu salinan kontrak pekerjaan hendaklah diserahkan kepada pekerja.
Mendapatkan kad pekerja asing daripada Jabatan Imigresen Malaysia.
Memperbaharui pas pekerja.
Menyimpan dengan selamat dokumen perjalanan pekerja.
Menyerahkan dokumen perjalanan tersebut ke kedutaan asal pekerja tersebut sekiranya pekerja tersebut melarikan diri.
Menyediakan kemudahan tempat tinggal yang bersesuaian.
Melaporkan dengan segera kepada Jabatan Imigresen Malaysia sebarang salah laku pekerja.
Menghantar pulang pekerja yang telah tamat tempoh.
Menguruskan penghantaran pulang atau pengkebumian jenazah pekerja.

Tanggungjawab Pekerja Asing

Bertanggungjawab bagi bayaran levi, pas, visa dan yuran pemprosesan dan apa-apa bayaran lain yang dikenakan oleh Kerajaan Malaysia
Menanggung semua kos bagi mendapatkan dokumen perjalanan pemeriksaan perubatan dan lain-lain perbelanjaan di negara asal
Sentiasa membawa kad pekerja asing untuk pemeriksaan semasa berada di Malaysia
Sentiasa mematuhi undang-undang Malaysia
Pekerja TIDAK dibenarkan:

Menukar Majikan
Menjalankan perniagaan
Bergiat didalam sebarang aktiviti persatuan
Berkahwin atau membawa pasangan.
Permit Masuk

Permit masuk adalah satu permit untuk masuk dan berada di Malaysia dibawah Seksyen 10 Akta Imigresen 1963. Kelulusan Permit Masuk ini melayakkan pemohon untuk mendapatkan taraf pemastautin tetap di Malaysia.

Semua permohonan Permit Masuk hendaklah dibuat di Jabatan Imigresen Malaysia. Golongan yang layak memohon :-

Isteri dan anak dibawah umur 6 tahun untuk 2 kategori dibawah.
Isteri kepada warganegara Malaysia yang tinggal secara terus menerus selama 5 tahun atau lebih.
Anak-anak dibawah umur 6 tahun kepada warganegara Malaysia.
Orang yang mempunyai kepakaran dan kelulusan professional.
Orang yang mempunyai sijil yang dikeluarkan oleh Menteri mengesahkan kemasukkannya memberi faedah ekonomi kepada negara.
Mana-mana orang atas dasar belas kasihan
Kelulusan terletak kepada Ketua Pengarah Imigresen Malaysia.
Rayuan Permit Masuk

Rayuan Permit Masuk hendaklah dibuat kepada Y.B Menteri Hal Ehwal Dalam Negeri mengikut Seksyen 10(3) Akta Imigresen 1959/63 dalam tempoh 30 hari selepas permohonan permit masuk ditolak oleh Jabatan Imigresen Malaysia. Menteri Hal Ehwal Dalam Negeri boleh menarik balik taraf penduduk tetap kepada mereka yang melakukan kesalahan jenayah dengan mengistiharkannya sebagai imigran larangan. Mereka tidak akan dibenarkan memasuki negara ini tanpa terlebih dahulu mendapat kelulusan daripada YB Menteri Hal Ehwal Dalam Negeri.

Definasi Pemastautin
Pemastautin bermakna:

Rakyat Malaysia, termasuk seseorang yang telah memperolehi taraf pemastautin tetap di luar Malaysia tapi kini bermastautin di Malaysia.
Bukan rakyat Malaysia yang telah memperoleh taraf pemastautin tetap di Malaysia dan kini bermastautin di Malaysia.

Bukan Pemastautin bermakna:

Seseorang selain daripada pemastautin.
Rakyat Malaysia yang telah memperoleh taraf pemastatutin tetap diluar Malaysia dan kini bermastautin diluar Malaysia

• Papain: extracted from papaya. It is proteolytic that hydrolyzes proteins to form oligopeptides and amino acids. Papain has milk-clotting (rennet) and protein digesting properties and is active over a wide pH range, it is useful in medicine, combatting dyspepsia and other digestive orders. Papain has the ability to digest dead tissue without affecting the surrounding live tissue. On the skin, it dissolves dead skin cells as it softens and brightens. It is well-known for its anti-oxidant activity, with increased effects when used along with vitamin C. Flavonoids benefits the liver in terms of its anti-oxidant activity, anti-free radicals functions, anti-inflammatory, anti-allergic, anti-viral and anti-bacterial properties.

The project LiveAndroid prepared a special demo LiveCD, allowing evaluation of the main features of the mobile platform Android on a standard PC with a processor based on the x86 architecture or in a virtual environment, similar to vmware or virtualbox. As a basis in the project used the results of attempts to port Android to the environment subnoutbuk Asus Eee PC.

In the second version adds support for LiveCD automatically obtain an IP address via DHCP, in the first issue for the network settings needed to configure the network interface manually from the command line. In future versions we plan to work sleep and standby modes, implement support equipment such as Wifi, Bluetooth, SD card, web-camera, sound card, touch screen and a GSM modem.

Larval therapy

History of Maggot Therapy
Maggots have been known for centuries to help heal wounds. Military surgeons noted that soldiers whose wounds became infested with maggots had better outcomes than those not infested. William Baer, while at Johns Hopkins University in Baltimore, Maryland, may have been the first in the Northern Hemisphere to have intentionally applied larvae to wounds in order to induce wound healing. During the late 1920's, he identified specific species, raised them in the laboratory, and used their larvae to treat several children with osteomyelitis and soft tissue infections. He presented his findings at a surgical conference in 1929. Two years later, after treating 98 children, his findings were published posthumously.

MDT was successfully and routinely performed by thousands of physicians throughout the 1930’s, but soon it was supplanted by the new antibiotics and surgical techniques that came out of World War II. Maggot therapy was occasionally used during the 1970's and 1980's, but only when antibiotics, surgery, and modern wound care failed to control the advancing wound.

The first modern clinical studies of maggot therapy were initiated in 1989, at the Veterans Affairs Medical Center in Long Beach, CA, and at the University of California, Irvine, to answer the following questions:

1. "Is maggot therapy still useful today?"
2. "Should maggot therapy be used as an adjunct to other treatments, not merely as a last resort?"
3. "How does maggot therapy compare to other treatments at our disposal?"

The results of those controlled comparative clinical trials and the many studies and reports that followed, indicate that MDT is still useful today as a safe and effective treatment tool for some types of wounds. Those studies also demonstrated that there is no reason to withhold MDT until all other modalities have been exhausted, nor use it only as a “last resort.” Indeed, while published accounts of “pre-amputation MDT” show a limb salvage rate of over 40%, the success of MDT when used earlier in the course of treatment (say, as a 2nd or 3rd or 4th line treatment) is even more dramatic.

Current status of maggot therapy

In 1995, a handful of doctors in 4 countries were using MDT. Today, any physician in the U.S. can prescribe maggot therapy. Over 4,000 therapists are using maggot therapy in 20 countries. Approximately 50,000 treatments were applied to wounds in the year 2006.

In January 2004, the U.S. Food and Drug Administration (FDA) began regulating medicinal maggots, and allowed the production and marketing of one particular strain of Phaenicia sericata larvae marketed under the brand name Medical Maggots (TM). In February, 2004, the British National Health Service (NHS) permitted its doctors to prescribe maggot therapy. Patients no longer have to be referred to one of a few regional wound-specialty hospitals to get maggot treatments.

The BioTherapeutics, Education & Research Foundation was established in 2003 for the purpose of supporting patient care, education, and research in maggot therapy and the other forms of symbiotic medicine (diagnosing and/or treating diseases with live animals, such as maggot therapy, leech therapy, honey bee therapy, pet therapy & sniffer dogs, ichthiotherapy, bacteriotherapy etc).

Biology of flies and maggots

Maggots are fly larvae, or immature flies, just as caterpillars are butterfly or moth larvae. Maggots do not appear all by themselves ("de novo"), as was believed 150 years ago; they hatch from eggs, laid by adult female flies.

Not all species of flies are safe and effective as medicinal maggots. There are thousands of species of flies, each with its own habits and life cycle. Some fly larvae feed on plants or animals, or even blood (i.e., mosquitoes). Others feed on rotting organic material.

Those flies whose larvae feed on dead animals will sometimes lay their eggs on the dead parts (necrotic or gangrenous tissue) of living animals. When maggots are infesting live animals, that condition is called “myiasis.” Some of those maggots will feed only on dead tissue, some only on live tissue, and some on live or dead tissue. The flies used most often for the purpose of maggot therapy are "blow flies" (Calliphoridae); and the species used most commonly is Phaenicia sericata, the green blow fly.

Advantages and disadvantages of maggot debridement therapy (“MDT")
Efficacy, as demonstrated in several small but significant controlled clinical studies.
Takes about 15-30 minutes to apply a secure dressing to keep the maggots in place.
Excellent safety record.
Maggots are highly perishable and should be used within 24 hours of arrival.
Simple enough that non-surgeons can use it to provide thorough debridement when surgery is not available or is not the optimal choice. This means that it is also possible to provide surgical quality debridement as an outpatient or in the home.
Low cost of treatment.

All batches are constantly monitored, observed and tested with any problems being rectified immediately.

Our state-of-the-art pharmaceutical production unit has been designed in-house and provides the best facilities available anywhere today. All of our larvae are produced in accordance with current European 'Good Manufacturing Practice' (GMP) requirements. We maintain consistent quality control of our products and manufacturing processes in order to meet our own very high standards too.

larvae is our own specialist brand of medicinal quality larvae that are used primarily in the treatment of necrotic, infected and sloughy chronic wounds. In most cases this greatly improves the condition of a wound and promotes healing, often catalysing the initiation of the healing process.

'free range' larvae

The 'free range' larvae are applied directly to the wound and seek out areas of slough or necrotic tissue. They are concealed in a net dressing or similar. 'Free range' larvae can be left for up to 3 days afterwhich the wound should be reassessed. larvae are supplied in a sterile container which has a lid that is permeable to air and also acts as a microbial barrier.

MDT has and is being used extensively in the United Kingdom and the United States, where sterile maggots are commercially available. It has been used as one of the modalities for the treatment of infected diabetic foot ulcers.

The species used in these temperate climates is the blowfly Lucilia sericata. Here in Malaysia, being a country with tropical weather, we have the tropical blowfly lucillia cuprina, instead of lucillia sericata. MDT with L cuprina to our knowledge has never been published. It has been tried once before here in Malaysia on 12 patients with diabetic foot wounds at the Lumut Naval Hospital.

Two patients in this study had MDT discontinued. The other 10 had their wounds heal satisfactorily. This was a descriptive study by post grad medical student and assisted by IMR. They have tried to build on this by conducting a prospective case controlled study to prove that MDT with lucillia cuprina is as effective as conventional debridement in the treatment of infected diabetic foot ulcers.

Currently MDT treatment only available at Hospital Kuala Lumpur (HKL) and Hospital Sg. Buloh. Sterilarvae is a control product and can only be applied by prescription from registered Medical Officers. Thus, patients who want to apply this treatment have first to seek recommendation from doctors and sterilarvae will only applied once recommended.

With a good demand from end users, MDT treatment can also be applied by appointment. We'll arrange for medical examination and if recommended, MDT can be applied.

APPLICATION FOR VISA TO ENTER MALAYSIA FOR SHORT VISIT (SOCIAL/TOURIST/BUSINESS)

1. Application for Malaysian social/tourist visa will normally be processed in three (3) working days and must be submitted through a registered agent. The Consulate General will not entertain any application submitted directly by individuals, companies or groups. For information on approved/registered agents, pls call +91-22-26455541/42.

2. The visa application requirements:

i. Duly completed and signed visa form im.47 (can be download at http://www.kln.gov.my/web/ind_mumbai/forms.
ii. Two recent passport sized photographs
iii. Original and photocopied passport with validity more than 6 months.
iv. Original confirmed air ticket and photocopied counterfoil of the same.
v. Visa fee of Rs750.00 will be charged for each visa application received from an Indian passport holder.

APPLICATION FOR A NEW / RENEWAL OF MALAYSIAN PASSPORT

1. Application for a new Malaysian passport may take between one (1) to three (3) months for all complete applications. All incomplete applications will be returned to the sender.

2. Please complete the Passport Application form (IM.42 - Pin. 1/97) which is available at the Consulate General of Malaysia or can be downloaded from http://www.kln.gov.my/web/ind_mumbai/forms. The completed form can be submitted with the following documents either in person or mail to the Consulate General of Malaysia in Mumbai:

i. Applicant’s Malaysian Passport and a photocopy of pages 1-7 and pages bearing Indian residency permit/visa.
ii. Applicant’s original Malaysian Identity card and a photocopy of the front and back.
iii. Original Malaysian birth certificate (not applicable if you are over 12 years of age) and a photocopy.
iv. Original Malaysian Citizenship certificate if born before 31.08.1957 and a photocopy.
v. Two (2) recent coloured passport sized photographs with plain light blue background only. Dimensions: 3.5cm X 5cm.
vi. Original Indian Permanent Resident (PR) card (if any) and a photocopy of the front and back.
vii. Right thumbprint in black ink must be affixed as indicated on the application form (IM.42 - Pin.1/97).
viii. The fee of Rs4,100 is payable at the time of application in cash or Bank Draft payable to the CONSULATE GENERAL OF MALAYSIA MUMBAI.
ix. A self-addressed prepaid envelope for the return of your documents. The Consulate General of Malaysia will not be liable for any mail that is lost, misplaced or damaged during dispatch. (Non applicable for those who come in person).

APPLICATION FOR EMERGENCY CERTIFICATE

1. An Emergency Certificate may be issued by the Consulate General of Malaysia to Malaysians who lose their passports overseas to enable them to travel back to Malaysia (one way trip).

2. The application for an Emergency Certificate may be submitted to the Consulate General of Malaysia in Mumbai by completing the Passport Application form (IM.42 - Pin. 1/97) which is available at the Consulate or can be downloaded from http://www.kln.gov.my/web/ind_mumbai/forms and to be accompanied by the following documents:

SME Info consolidates the latest info, news and updates about the Small & Medium Enterprise (SME) and the industry development. SMEinfo is run by the Bank Negara, which is the Secretariat to the National SME Development Council, NSDC.

2. SME Bank

Established in 2005, SME Bank or Bank Perusahaan Kecil & Sederhana plays a role as a financial institution for Malaysia entrepreneurs. Currently, the bank offers 5 types of financial loans, as well as other complementary services, which also include business advisory and consultancy. Malaysia has identified Biotechnology as a key driver of economic growth and spear-head’s the country’s effort in moving into a knowledge-based economy. The sector contributed 2.2% to the national Gross Domestic Product (GDP) in 2009. The Government has put in place biotech-friendly policies and incentives to accelerate the growth of the biotechnology sector through the National Biotechnology Policy (NBP). Malaysia’s New Economic Model will further enhance the country’s competitiveness in biotechnology, with its focus on Green technology, renewable energy and human capital development.

Malaysian Biotechnology Corporation (BiotechCorp) was set up in 2005 as an implementation agency for the NBP and acts as a ‘One-Stop Centre’ providing support, facilitation, funding and advisory services for biotech and life sciences companies. As a ‘One –Stop-Centre’, BiotechCorp has nurtured a total of 155 BioNexus companies with total investments worth RM1.54 billion.

As the largest exporter of palm oil, Malaysia has an abundance of tropical, non-food biomass from oil palm. Recognised as one of twelve Mega Biodiversity countries in the world, Malaysia has vast source of active compounds and untapped abundance of micro-organisms for bio-processing, enhancing its potential as a biotechnology heaven.

1. Agricultural Biotechnology relates to applications of biotechnology in food and agriculture. Examples of agricultural technology research and applications include genetically modified crops that offer:

1. Nanotechnology has potential to create many new materials and devices with wide-ranging applications, such as in medicine, agriculture and energy production. Nanotechnologies lead to the creation of new systems where the size of the active component is comprised between 1 and 100 nanometers (nm). Nanotechnologies could also include elements of a size that exceeds the nanometer scale but only if the miniaturization confers them new physical properties (e.g. liposomes). The size-dependent of optical, electrical and magnetic properties of nanoparticles make nanotechnology products promising candidates for applications such as imaging, sensing, catalysis, therapeutic, surgery, wound care.

2. Nanomedicine is an interdisciplinary science involving competencies of biologists, chemists, physicists, engineers and clinicians. A number of breakthrough technological drivers have spurred advances in the application of nanotechnology towards various healthcare markets. These include significant contributions from the fields of physics, chemistry and biology providing the tools, raw materials and understanding of biologic systems to drive innovations [Equity Research, Credit Suisse, 11 June 2008]. By 2015, it is anticipated that nanomedicine applications will dramatically increase their share in the whole nanotechnology market. In 2007 nanomedicine market was about 3B$ and in 2015, the nanomedicine market is expected to represent a $170 billion opportunity according to Cientifica market study.

3 There are numerous examples of disease-fighting strategies using nanoparticles. Theoretically, nanoparticles can be tailored in order to reach the right target at the right time. For example, pathogenic agents such as viruses, bacteria and cancer cells in nanometer scale could be precisely targeted and removed without disturbing the healthy tissue. Among several medical applications, nanoparticles could be largely employed as adjuvant for the carrier of several biomolecules. Biomolecules are mostly use in fighting cancer and immunological diseases owing to their unique biological functionalities. Nanoparticles coupled with these biomolecules produces a very precise and versatile hybrid system to fight diseases. Most of nanomedicine patents are concerning drug delivery applications, the United States being particularly active in patent active filing. Several Medical nanoproducts have been already commercialized, the majority of which being drug delivery tools.

4 The focus of nanomedical approach to drug delivery is in the production of nanoscale particles or molecules to enhance the bio availability of a drug. Bioavailability refers to the presence of drug molecules (in the right concentration) where they are needed in the body and that too where they will do the outmost good. Drug delivery focuses on maximizing bioavailability at specific places in the body and for prolonged period of time. The ability to alter the pharmacokinetics and biodistribution of the drug in the body determines the strength of the drug. The advantage of nanoparticles over other conventional drug delivery systems lies in the size, when larger particles would have been cleared from the body; cells take up these nanoparticles because of their incredibly small size.

5 Often, particularly in the case of cancer therapies, drug delivery properties are combined with imaging technologies, so that cancer cells can be visually located while undergoing treatment. The predominant strategy is to target specific cells by linking antigens or other biosensors (e.g. RNA strands) to the surface of the nanoparticles that detect specialized properties of the cell walls. Once the target cell has been identified, the nanoparticles will adhere to the cell surface, or enter the cell, via a specially designed mechanism, and deliver its payload. 6 Another application of cutting edge nanotechnology is the formulation of nanovaccines. Moreover, new nanotechnologies also have the potential to radically change the process of vaccination by decreasing the concern in using a live virus.

Employment of Expatriate Personnel

The Malaysian government is desirous that Malaysians are eventually trained and employed at all levels of employment. Thus, companies are encouraged to train more Malaysians so that the employment pattern at all levels of the organisation reflects the multi-racial composition of the country.

Notwithstanding this, where there is a shortage of trained Malaysians, companies are allowed to bring in expatriate personnel. In addition, foreign companies are also allowed "key posts", that is, posts that are permanently filled by foreigners.
To further improve Malaysia's investment environment and promote technology transfer and the inflow of foreign skills into Malaysia, the government has further liberalised the policy on the employment of expatriate personnel. With effect from 17 June 2003, the guidelines on the employment of expatriate personnel are as follows:
a) Manufacturing companies with foreign paid-up capital of US$2 million and above:

* Automatic approval is given for up to 10 expatriate posts, including five key posts.
* Expatriates can be employed for up to a maximum of 10 years for executive posts, and five years for non-executive posts

b) Manufacturing companies with foreign paid-up capital of more than US$200,000 but less than US$2 million:

* Automatic approval is given for up to five expatriate posts, including at least one key post.
* Expatriates can be employed for up to a maximum 10 years for executive posts, and five years for non-executive posts

c) Manufacturing companies with foreign paid-up capital of less than US$200,000 will be considered for both key posts and time posts based on current guidelines. They are:

*Key posts can be considered where the foreign paid-up capital is at least RM500,000. This amount, however, is only a guideline and the number of key posts allowed depends on the merits of each case.
*Time posts can be considered for up to 10 years for executive posts that require professional qualifications and practical experience, and five years for non-executive posts that require technical skills and experience. For these posts, Malaysians must be trained to eventually take over the posts.
* The number of key posts and time posts allowed depends on the merits of each case.

d) For Malaysian-owned manufacturing companies, approval for the employment of expatriates for technical posts, including R & D posts, will be given as requested.

An expatriate personnel employed in the manufacturing sector, excluding ICT related activities, should be at least 27 years old. For ICT related activities, an expatriate personnel employed should be at least 21 years old.

An expatriate personnel who is transferred from one post to another within the same company will be required to obtain a new employment pass. His original employment pass will be amended to reflect the change in post. A new expatriate personnel replacing another must also obtain a fresh employment pass.

All employment passes are valid for the period approved for the post. However, for key post holders, employment passes will be issued up to five-year renewable basis except in circumstances where:
#the validity of the expatriate's passport is less than five years,
#the expatriate's employment contract is less than five years, or
#the employer requires the services of the expatriate for less than five years.

Holders of employment passes will be issued with multiple entry visas valid for the duration of the employment pass.

Incentives for the Biotechnology Industry

3.1 Main Incentives for the Biotechnology Industry

A company undertaking biotechnology activity and has been approved with BioNexus Status by the Malaysian Biotechnology Corporation Sdn. Bhd. is eligible for the following incentives:
a. An exemption from tax on 100% statutory income:

*for a period of ten (10) consecutive years of assessment from the first year the company derived statutory income from the new business; or
*for a period of five (5) consecutive years of assessment from the first year the company derived statutory income from the existing business and expansion project; or

b. An exemption of 100% statutory income derived from a new business or an expansion project that is equivalent to an allowance of 100% of qualifying capital expenditure incurred for a period of five (5) years.

c. A BioNexus Status company is entitled to a concessionary tax rate of 20% on statutory income from qualifying activities for ten (10) years upon the expiry of the tax exemption period

d.Tax exemption on dividends distributed by a BioNexus status company;

e.Exemption of import duty and sales tax on raw materials/components and machinery and equipment;

f.Double deduction on expenditure incurred for R&D; and

g.Double deduction on expenditure incurred for the promotion of exports;

h.With effect from 2 September 2006, buildings used solely for the purpose of biotechnology activities will be eligible for Industrial Building Allowance to be claimed over a period of ten years.
3.2 Incentives for Investment in a BioNexus Status Company

(i) Investment by a Company or Individual in a BioNexus Status Company

A company or an individual (that carry on business) investing in a BioNexus status company is eligible for a tax deduction equivalent to the total investment made in seed capital and early stage financing.

(ii) Tax Incentives for Mergers and Acquisitions with a Biotechnology Company

A BioNexus status company undertaking merger and acquisition with a biotechnology company is eligible for exemption of stamp duty and real property gain tax within a period of five years until 31 December 2011.

Get your desired map. For Malaysia, I recommend getting it free & legal from MFM. Download & follow the instruction. Get the gmapsupp.img file ready. You can also obtain free & legal Indonesian map. Just google for it but then rename it as gmapsup2.img. Save it in your PC first.

Then connect your phone to your PC in mass storage mode. Install all files in Para 1 with same order. I installed mine in the memory card, to save some space for the phone memory. I hope you know the consequence of having apps in the memory card instead of the phone memory

Transfer the maps to the same Garmin folder either in your phone memory or your memory card.
Disconnect your phone from PC. Now using your File Manager in your phone, find GarminMobileXT.sis file from the root folder (/Garmin) or maybe in the root folder of the memory card (/). Therefore make sure you remember where did you installed your apps to.

Put all your desired maps into /Garmin too. But remember that not all maps are free. If it is not free, you must get the key when you bought it. Else…again, ask Mr Google *wink* IINM Garmin XT can support up to 4 maps. Gmapbmap.img is already available & its the world base map. So don’t delete that. Or if you have more than one map, you can combine them all into one gmapsupp.img using sendmap or gmaptool (please Google for it).

Once Garmin Mobile XT has been installed run it from /Menu/Installations/GMobileXT. It will prompt you for a 8 digit key (you will have this number if you bought it), else you can only use GMobileXT paired with a bluetooth GPS. So guys, go & buy the app for you to have the key…. (please don’t ask me for the keygen because I will not going to do that….Mr Google might have it tho’) *evil grin*.

Once done, enable the built-in GPS at /Settings/System/Remote GPS. Select ‘Use Attached/Built-in GPS’. Enable and it’s all done.

Malaysia Immigration

Most foreigners are not required a visa when the duration of the visit is less than a period of 1 month with the purpose of business or leisure. The Malaysian Immigration Department will check their passports and other travel documents upon arrival. It is also important for these foreign nationals to follow the conditions and laws governing foreign visits and immigration.

Immigration Laws
The Immigration Act of 1959/1963 is the main legislation in Malaysia handling immigration and foreign employment issues. Included in the legislation are admissions into and out of Malaysia, entry visas and permits, procedures upon arrival, in transit, removal from the country, and other offenses or special provisions for East Malaysia. Other rules and regulations are the Passport Act 1966 and the Immigration (Exemption) Order 1963.

Laws and statutes covering immigration are handled by a number of departments, namely:

• The Malaysia Ministry of Home Affairs, which enforces immigration laws
• The Immigration Department of Malaysia, or the Malaysia Ministry of Home Affairs. It functions to take out aliens who lie about their real intentions for entering the country, aliens with a criminal record, and aliens who cannot properly finance themselves.

Individuals classified under Section 8 of Immigration Act 1959/1963 are not allowed to enter Malaysia regardless of a valid passport, sufficient travel documents, adequate funds, and travel tickets.

Visa Immigration Services
Nationals of some countries are required by the Malaysian government to have visas at all times. Included in the list are citizens of Afghanistan, Nepal, Bangladesh, Bhutan, Botswana, Nigeria, Cameroon, Republic of Central Africa, Niger, Congo (Rep), Congo (Dem Rep), India, Liberia, Mali, Taiwan, Mozambique, Angola, China (PR), Burkina Faso, Pakistan, Rwanda, Sri Lanka, Myanmar, and Western Sahara.

Visa relaxation for transit in less than 5 days may be granted to nationals of the countries above if they possess confirmed onward airline tickets to a third country before arrival via a Malaysian International Airport.

British Overseas Citizens are also required a visa. Foreigners who intend to stay longer need to write to the Immigration Department at the Malaysian High Commission in the country where they are applying. Nationals of Serbia, Montenegro, and Israel are restricted entry into Thailand unless in transit or staying within airport premises. Foreign women who are 6 months pregnant or more and suspicious individuals may also be denied entry.

Nationals of all ASEAN countries, except Myanmar, are not required a visa if staying for less than one (1) month. For stays exceeding one (1) month, a visa is required, except for Brunei and Singapore nationals. Israel nationals are required visas plus permission from the Ministry of Internal Security. Nationals of the Republic of Serbia and Republic of Montenegro are required visas and permission from the Ministry of Home Affairs.

Types of Visas
Single Entry Visa
Foreign nationals who require a visa to enter Malaysia for social visits are issued Single Entry Visas. These are usually valid for a period of three (3) months since the date of issuance. Individuals can only enter the country once. Additional visits will require reapplication at the Malaysian Embassy or Consulate at the applicant’s country of residence. Extensions may be provided after reporting to the Immigration Department at the Malaysian High Commission in the country of application.

Foreigners entering Malaysia not only must obtain a visa but also a pass at the point of entry. This pass is an endorsement on the passport allowing the holder an approved stay in Malaysia.

As far as Immigration is concerned, you have the same foreigner status as any other foreigner, assuming that you’re a UK citizen with a UK passport. I’d suggest googling the website for Malaysia Immigration to inquire about changing your citizenship. One important piece, though, that I do know: Malaysia does not recognize dual citizenship, so if you did get approved for Malaysian citizenship, you would need to give up your UK citizenship – probably not a good deal for you, honestly… Many Malaysians would love to get out and get a citizenship from another country – I’ve never heard of anyone doing it the other way around.

Multiple Entry Visa
Foreign nationals who require a visa to enter Malaysia for business or government-to-government concerns are issued Multiple Entry Visas. These are usually valid anywhere from three (3) to twelve (12) months since the date of issuance. Those in group tours are not eligible to apply for this type of visa.

Citizens of China (PR) and India are eligible to apply for Multiple Entry Visas for the purpose of social visits. Cost is RM50.00 for Indian Citizens and RM30.00 for Chinese Citizens. Multiple Entry Visas are valid for one (1) year, with each entry lasting 30 days only. Extensions are not allowed. There are two conditions for this type of visa:

• The applicant must show proof of adequate funding for a Malaysian visit.
• The applicant must possess a valid and confirmed return ticket to the country of residence.

Transit Visa
Foreign nationals who require a visa to enter Malaysia on transit to a third country are issued Transit Visas. However, the visa is not required for foreign nationals on transit who will not leave the airport premises and will proceed to their trip to the next destination with the same flight.

Foreign nationals need a valid passport or other travel documents recognized by the Malaysian government to properly carry out visa applications. Their passports need adequate pages for the embarkation stamp placed upon entering Malaysia. A passport validity of at least six (6) months at the date of entry is required. Travel documents need to be endorsed with a valid re-entry permit. Proof of adequate funds and the onward or return air or sea ticket are also needed.

Applications and queries should be addressed to the Malaysian High Commission. Application requirements include:

• Passport valid for a minimum of six (6) months
• 2 passport-size photos
• Fee (in cash or postal order only)
• 2 completed and signed application forms (£0.25 each)
• Proof of sufficient funds (including the original and photocopy of your latest bank statement)
• Onward or return air or sea travel ticket or itinerary from travel agent
• Yellow fever vaccination certificates (required from all foreign nationals of infected areas as indicated by the World Health Organization)

Background

* Preparatory work to establish a Japan-Malaysia Economic Partnership Agreement (JMEPA) commenced in February 2003 and involved government officials, representatives of trade and industry and academicians in a Joint Study Group.
* The Prime Ministers of Malaysia and Japan agreed on 11 December 2003, to commence formal negotiations. Negotiations were held in Kuala Lumpur and Tokyo in 2004 and 2005.
* Agreement in principle was reached on 25 May 2005 between the Prime Minister of Malaysia and the Prime Minister of Japan on the key elements of the JMEPA.

Scope

* The JMEPA consists of an FTA component and bilateral economic cooperation. The implementation of tariff concessions would be over 10 years with flexibility for selected sensitive products.
* The FTA component covers: trade in industrial and agricultural goods, trade in services, investment, rules of origin, customs procedures, standards and conformance, intellectual property, competition policy, enhancement of business environment, safeguard measures and dispute settlement.
* Cooperation areas included are: agriculture, forestry and commodities, education, human resource development, information and communication technology (ICT), small and medium enterprises, science and technology, tourism and environment.

Status

* Negotiations were concluded in October 2005.
* The Agreement was signed by both Prime Ministers on 13 December 2005 in Kuala Lumpur and came into force on 13 July 2006.

Standard Shell Scheme

Pilot Plant Facility

The Pilot plant facility will support wet and dry processing, fermentation and extraction facilities. The plant is intended to:

* Enable biotechnology companies to test and validate formulations for their products prior to scaling-up of operations.
* Serve as demonstration plants which may be used to produce samples which may then be given to potential clients prior to the completion of the commercial-scale plants; and
* Facilitate product testing and procurement of regulatory approvals (i.e. National Pharmaceutical Control Bureau or ‘NPCB’) prior to scale-up.

Shared Laboratories Facilities

The shared laboratories facility at Bio-XCell facilitates collaboration between tenants, academia, institutes of higher learning and entrepreneurs. It provides a platform for innovation to take shape and accelerate into commercialization within the ecosystem.

The pay-per-use charges opens opportunities for start-ups with limited resources to grow from science to business. These laboratories will be designed to cater for specific needs of the industrial and healthcare biotechnology initiatives. The facility will be fully serviced and equipped with, among others, piped-in gases, fume hoods, risers and chimney stacks, with waste management services and business centre for administrative support.

Incubation Facilities

The facility provides a perfect Incubation space with a nurturing environment for biotechnology innovation. Equipped with the technical infrastructure which includes piped-in gas, de-ionised water, laboratory furniture, the facility, is well suited for companies in the early stages of development, or Contract Research Organisations (CROs).

Access to this shared equipment minimises start-up costs for new companies, as fees are on pay-per-use basis. This also enables managers to initially invest funds in more specialised equipment specific to their individual operations. Tenancy period for incubation facilities may stretch to 36 months, by which time the tenants will most like be ready to expand and set up their own R&D lab or pilot plant within the Bio-XCell ecosystem.

Customised/Centralised Utilities Facility

A Customised / Centralised Utilities Facility will provide :

* Steam production
* Chilled water supply
* Power distribution and supply

Equipment Leasing

In facilitating quick and convenient set-up of plants and providing a lower entry cost, Bio-XCell provides equipment leasing services for tenants within the ecosystem.

Office Space

The office space within Bio-XCell is configured to cater for flexible layouts and sizes. The target occupants include service providers to tenants of Bio-XCell such as law firms, accounting firms, etc. The facility will be equipped with central air-conditioning and essential services.

Training Facility

The ecosystem will encompass world-class training and conference facilities which include :

* Auditorium: Large theatre-styled hall suitable for lectures and corporate events
* Conference / Seminar Rooms: Multi-purpose rooms suitable for small or large conferences, seminars, meetings or any other corporate use.

All the facilities will be equipped with audio-visual and related training equipment.

Retail and Lifestyle Outlets

Space provided shall be flexible, ranging from 300 to 2,000 sq ft. Tenancy shall be for a minimum period of three years.

Bio-XCell is a sophisticated biotechnology park and ecosystem in Iskandar Malaysia. The site benefits from its location near the high-tech bio-industry in Singapore and Malaysian Engineering College.
